This thesis discusses the Implementation of Mina Perdesaan Capture Fishery Program by Marine and Fishery Service of Mempawah Regency in Relation With Regulation of Minister of Marine and Fisheries Republic of Indonesia Number: 22 / PERMEN-KP / 2015 About General Guidelines Implementation of Direct Community Assistance In The Field Of Marine And Fishery. From the result of this thesis research, it can be concluded that the Implementation of Mina Perdesaan Program of Catch Fisherman by Marine and Fishery Service of Mempawah Regency in Relation With Regulation of Minister of Marine and Fishery of Republic of Indonesia Number: 22 / Permen-Kp / 2015 About General Guidance of Implementation of Community Direct Aid in the Field Kalautan Dan Perikanan. Mina Rural Business Program Policy (PUMP) Capture Fishermen in Kabupaten Mempawah policy issued by the Department of Marine Affairs and Fishery of Mempawah Regency of the Republic of Indonesia aimed to overcome the problem of poverty of fishermen in Indonesia, especially in Sui Kunyit and in the village village of Mempawah Regency near the coast. The program is stipulated in Regulation of the Minister of Marine Affairs and Fisheries of the Republic of Indonesia Number: 22 / Permen-Kp / 2015 About the General Guidelines Implementation of Direct Community Assistance in the Field of Marine and Fisheries Mina Rural Business Development Program (PUMP).What are the obstacles faced in the Implementation of Mina Perdesaan Program of Catching Fishermen by Marine and Fishery Service of Mempawah Regency. Poverty is the root of Mempawah Community, poverty as a situation and condition experienced by a person or group of people who can not afford to carry their life up to a level that is considered humane. In harmony with this, poverty is conceptualized as one\u27s inability to meet basic needs. What efforts are made by the Office of Marine and Fisheries of Mempawah Regency Government in overcoming these obstacles. Government efforts in empowering coastal communities Mempawah District is influenced by factors such as human resources. Generally fishermen who become the target of empowerment is still classified as society with low level of education and income.
